Edit Territory Rank Window

This window is used to associate a numerical ranking to any of the ten Territory Ranking table rows that are pre-defined.

Territory by Alphabet could be ranked as #1, Territory by State could be ranked as #2, Territory by County could be ranked as #3, etc.
