Withdrawn Stage

If a candidate requests that their application be withdrawn from consideration before a decision is reached, the candidate can be entered into this model withdrawn stage. When a candidate is entered into this model stage, the candidacy becomes "locked down" and is a view only record unless backward movement is allowed.
