If the Submission Type code for the row is one used by Form Builder 2.0, this column is populated with SUBMISSION_V.SUBMISSION_DTE. Otherwise, it is populated from XML tags contained in a DATA field in either COMTABLE or SUBMISSION_HISTORY.
